What I am using: photoshop cs3
level: intermediate
First, open up your picture. I will be using
this one. Please note: results will vary depending on what picture you use.
Now, make a new layer. Fill it with #296fc6. Set it to Overlay and set the opacity to 80%. This layer should be above your background layer.
Go to layer-new adjustment layer-levels. Match your settings to mine.

Now go to layer-new adjustment layer-curves. You will be making three points. Here are the settings:
1st point: input=96, output=30.
2nd point: input = 151, output=95.
3rd point: input = 180, output=133.
This layer should be above all the other layers.
Now, let's brighten it up a bit. Go to layer-new adjustment layer-brightness and contrast. Set your brightness to +56 and your contrast to +10.
